Offline Verification Seeking Entity (OVSE)
An organisation registered with India's Unique Identification Authority of India (UIDAI) to verify a person's Aadhaar identity without querying UIDAI's central database.
The verification works on a credential the guest presents, usually through the Aadhaar App or DigiLocker, that UIDAI has already digitally signed. The verifier checks that signature locally. "Offline" refers to the absence of a live lookup against UIDAI, not to the guest's internet connection.
Three things follow from that design, and they are the reasons hotels care:
- The guest has to consent each time the check runs.
- Through the Aadhaar App route, the verifier never receives the full Aadhaar number.
- There is no ID photocopy to store, secure or eventually destroy.
Registration is granted under the Aadhaar Act, 2016. It is a regulatory status rather than a software feature, so a PMS vendor cannot simply build it.
For hotels in India this matters at check-in, where guest ID verification is a legal obligation. UIDAI recognised Aadhaar Verifiable Credentials shared via the Aadhaar App as legally valid identity in April 2026, and the FHRAI advised member hotels to adopt app-based verification at check-in in June 2026. Being verified by an OVSE-registered system satisfies the obligation while leaving the property holding a verified result instead of a drawer of photocopies.
